It is difficult to reconcile the
worin of article 17 with those of Articles 10
and 14 (1) • These Articles clearly affect
the jurisdiction of the Court over british
Companies, and Article 17 says that nothing
in the order shall do so. men construing
the Articles no doubt the Court would be guid-
ed by the maxiım "generalia specialibus non
derogant" and hold that the later general
words do not modify Articles 10 and 14 though
in the instances given in Laxwell's "inter-
pretation of "tatutes”, where the above maxim
is discussed there is none where the general
and special words occur in the samo enkɑtment,
I think the meaning is that the
Ordinance applies to all companies and that
that with the order in Council supplies a co-
plete code for "chilom" and Longkong" companies,
but that as a great deal of the urder in Council
